Description
I've managed to peacefully overthrow Stallin, but despite tooltip of soviet focus coupe d'etat none of the soviet exiled leaders become available. Also if the soviet civil war is started, they become available as normal.
Steps to Reproduce
1) Complete focuses to obtain some of the soviet exiled leaders.
2) Peacefully complete focus coupe d'etat with any head of NKVD
