Description
Nationalist Spain is unable to utilise the decisions from the 'Stamp out the Maquis' national focus due to a missing compliance over the states in Spain. This results in the heartland of the country to remain an occupied area.

Note: I suspect a flag or condition was missed in repurposing Spains starting conditions for the 1939 start.

Steps to Reproduce
1. Start the 1939 start as Nationalist Spain
2. Observe cores/compliance map filter
3. Complete the 'Stamp out the Maquis' national focus
4. Observe the decision conditions, at the moment they are not applicable due to the lack of compliance.

I certainly can, but I imagine that is not how it was originally designed. Thank you for following up, hopefully a fix can be introduced to this soon ^^

If you release yourself you lose the DLC focus tree and also get some other bloke instead of Franco and your ruling party support is set to 0%.
Better to use the "add_core" console command to re-core your states since there's no point playing with ironman on anyway as i dont think there are any achievements for '39 start Spain.
