Description
The Soviet Union has a rule that forbid them to release any country. It makes sense for Kazachstan or Tajikistan. But it doesnt make sense for Bhutan or Indonesia. If you dont puppet/release country in peace conference then then you will never be able to release this country. Which shouldn't be a case, for example UK cant release countries like Zimbawe or Kenya if they didnt make a focus:"Revisit colonial policy", but they can release countries like Slovenia or Brazil any time they want to. Soviet Unions is supposed to have simillar system i think but something is broken i suppose.

Steps to Reproduce
Play as the Soviet Union and conquer any country on earth.
