Description
When you load up a new soviet game, you are chronically undersupplied - this means that you cannot trade, etc. The main driver of this is the fact that all supply routes are trying to send supplies by sea using non-existent convoys - this is even though rail connection exists and trains are in oversupply. This means that supplies are not going to be transferred.
You can manually fix this by fully blocking sea zones (baltic) from convoy usage, however the way the system behaves speaks of some underlying deep derping with the supply AI resource management. It seems that it defaults to sea transport 100% of the time, even when transport resources for that don't exist.
Steps to Reproduce
Start a game with the USSR. Supply is low. Block convoys from using the Baltic and watch your supply creep back to 100% like magic.
