Condition of this focus (7 academies built) is not active despite having built at least 10 academies

Steps to Reproduce
Play Soviet Union, progress to the focus "soviet atomic bomb project" and build more than 7 Academies of Science

Can confirm I also had this bug, only fix I could find was by removing the condition entirely in the focus file

How you did it ? It is possible to do so in Iron Man ?
