SOV: "Improve Railway Network" focus tries to build railway connections that already exist

Description
It seems the focus picks random destinations as it were in the previous iteration of Soviet focus tree. If so then it mostly tries to build what already exists. Out of 5 railway network improvements 4 already exist and the last one is of dubious use since it will be add railways to mere 1-2 provinces (Georgia-Armenia). Out of 2 hubs to be created one is of dubious use since it's a hub to be created in a state that has a port that acts as a hub (Murmansk). Here's a map showing the existing railway lines that the focus tries to build over again. The lines the focus is trying to build are:
-Ryazan-Rostov
-Stalingrad-Millerovo
-Stalingrad-Saratov
-Stalingrad-Astrahan
