South Africa doesn't get its unique focus tree back after winning the civil war, but keeps the national spirits

When the civil war starts, one nation keeps the unique focus tree and the other gets a generic one. If the generic one wins the civil war. They will not get the unique focus tree but will keep the national spirits, including the one with Segregation, that is now impossible to fix.
In other nations such as Bulgaria, the winner with generic focus gets the unique focus, so I believe this is a bug rather than work as intended.

Steps to Reproduce
1. Pick South Africa
2. Try to go communist
3. Complete the "Burn the King's Portraits" focus.
4. Notice the civil war event.
5. Lose the civil war.
6. Notice the winning nations keeps the generic focus tree and the national spirits.
