Description
Post-Civil War Spain, as pro-Carlist Monarchy reformed, as then Kingdom of Spain post-war, the Naval Task Forces are labeled "Carlist Spain Task Force ___" and do not repair at Shipyards. Naval commanders and missions can be controlled, but any auto-detach for repair, and any attempt at manually docking at a port, are unsuccessful for getting repairs. Even after moving all ships into Reserve Fleet, removing commanders, and then re-forming Navy with new Fleets as Kingdom of Spain and Kingdom of Spain Task Forces does not change this problem, as something is lingering in the code that creates a conflict between all ships of prior Carlist Spain being capable of receiving repairs in port.

Steps to Reproduce
1. Start as Spain with my same specific DLCs enabled (no mods).
2. Build and maintain at least 3 separate Naval Fleets through the Spanish Civil War (I kept all Submarines as-is at game start in their own separate fleet). This is also a good reminder that there's a special Flag Ship for the Spanish fleet (could this also affect the changeover in tags from pre- to post-Civil War?).
2. Use my exact National Focus pre- and post-Civil War (see screenshot provided). Reminder, there are two separate pathways to "Restore the Monarchy" so you should use my path as shown on the attached National Focus screenshot to mimic the Carlist Spain pathway, as this bug may be specific to Carlist Spain's path.
3. Noteable event reminder, post-Carlist Spain victory, there was what was almost a game factoring "burp" that occured as the Civil War ended because some of the unique-to-Civil War military units you had during the Civil War in the Army get deleted (the screen went all black for about 1-2 seconds noticably). This is the "changeover" that resets the map and all military units post-Spanish Civil War to tag things differently (my estimate is that the bug takes place during this extreme changeover event).
4. View your Naval Fleets post civil war before you select the "Restore the Monarchy" National Focus, specifically the Naval Task Force names. They are probably still tagged as "Carlist Spain Task Force xxxx".
5. Enable the "Restore the Monarchy" National Focus. Same as #4, view Task Force names.
6. At any time post-civil war, take note that the Ships are not being repaired even though they list as in the repair queue. At the production screen, you can click the Shipyard icon to see the queue, and the ships/subs that have detached for repair, yet none actively repair and just sit in permanent repair queue.
