Description
If a dynamic tag (D0*) is created by the civil war mechanic in a multiplayer game the on_core effects will not apply to that country.

So Nationalist Spain player will not get core effects even if his states have SPR core.

Steps to Reproduce
Launch a multiplayer game and play Spain, win the civil war as nationalist.
