Description
Mexico and France have a decision to send guns to Spain. This doesn't seem to care if Spain is alive so you can send guns into the ether. It also doesn't let you pick which Spain you want to send guns to if POUM is around.

Steps to Reproduce
Get the decision to send guns to Spain active, then look at them after the 'wrong' Spain wins. You can keep doing the decision forever.

Yeah, that's the one. I imagine the Right Wing one might have the same problem though.
