Description
After the capture of Sakhalin and the Kuril Islands after the focus "Recover the Kuril Islands" and the peace with Japan South Sakhalin and the Kuril states do not become cored.

Steps to Reproduce
1. Start attached save game.
2. Click Peace deal for Hokkaido, South Sakhalin and Kuril Islands or Peace deal for South Sakhalin and Kuril Islands.
3. Wait for white peace deal.
4. South Sakhalin and the Kuril Island don't get Soviet core (but get Japan cores).

This bug is still in the 1.12.11 open beta (66ce) (Ignore the mods in the save file. They are cosmetic and do not change the checksum.)
