Description
Romania unable to ally with Germany if Germany is not fascist.

In my Germany campaign (ironman + historical) I went with restoring the German Empire/Central Powers and also doing some anti-communist stuff. I noticed that getting Romania in the faction is pretty much impossible if the Soviets do not attack Romania first, which they won't do at all if they're already at war with you due to attacking a guaranteed Baltic nation (which they seem all to willing to do). And "formalizing the Anti-Soviet pact" won't do anything either if the Soviets are already at war with one of the members before the focus is finished. Maybe the German alternate history focuses take too long to do, because you need to do a lot of them in a short time to be able to create both a protective alliance with Eastern Europe, while also building ships and planes like crazy to stand up to the Allies.

However, on to specifics for Romania. Romania is not able to ally non-fascist Germany by themselves either, due to their "Join Axis" focus requiring a fascist Germany. I propose this be renamed "Join Germany" or "Ally Germany" and the requirement being that Germany has a faction instead.

Other than this, Romania is able to do the focuses to draw closer to the Soviet Union even if they have the anti-Soviet pact opinion modifier or the idea.

Lastly, which I'll touch on in another bug report, Romania as an unaligned nation is extremely hard to get into any sort of alliance if they're not already at war. And for a long time they were more likely to join the remnants of the Greater East-Asian Co-Prosperity sphere (only Siam) than the Central Powers. The same was the case for Bulgaria, which actually joined before the allies demolished Japan (which went for the Philippines, having to fight the US, Britain and France without me even having had a chance to consider fighting any of those nations, but that is, yet again, another bug report).

Romania also doesn't seem to do the license German equipment focus.

Steps to Reproduce
Go "Oppose Hitler" as Germany, observe AI Romania being unable to ally you through their focus, and unwilling to ally you because they Soviets came for the Baltics which you guaranteed, and never for them.

Only mod enable was "Coloured Buttons"

The way this works, the focus to align Romania should be available only under the "keep Hitler" part of the focus tree.

It's pretty clunky, but as far as I am aware this is working as designed
They should not be able to ally monarchist Germany? I don't know. I guess Poland and Austria-Hungary are already pretty decent allies for Monarchist Germany. But on the other hand, why shouldn't Romania be able to ally monarchist Germany if the Soviets threaten them, while they can join a fascist Germany? They even have a King.
