Rebel tag Republican Spain cannot start "Enlist the Carabineros" focus [1.11.1f6bd (bf90)

Edit: Checked without mods. No mods and the bug is still there.

Description
If Spain goes down the Nationalist path (as they are scripted to in historical focuses), the Republican Spain that spawns against them cannot do the focus "Enlist the Carabineros" even with Negrin hired. There seem to be no requirements.

Steps to Reproduce
1. Have Spain go down the nationalist path either as a player or as an ai.
2. When the Spanish Civil War starts, tag over the Republican Spain (D01).
3. Hire Juan Negrin.
4. Put Focus.AutoComplete on.
5. Notice how you can't pick the "Enlist the Carabineros" focus.

I think it has something to do with the new character system and how it handles rebel tags. I'm not sure though.

Yes, they do not affect checksum (only music and some loc/gfx changes)

Okay so it seems that ''has_idea'' is not working properly because of the tag, i suggest to change to ''has_advisor'' or ''has_character'' in common/national_focus/spain inside of HoI4 folder. And Wait for an Update

I just checked it again in 1.11.3.b175 (33b6) and the bug is still there.

When I was playing Red Portugal (historical focuses enabled) I always found that the Spanish Republic can't start "Enlist the Carabineros" (
SPR_enlist_the_carabineros). This was very annoying and prevented me from helping Spain win the Spanish Civil War.
