Description of issue
Railroads are not deleted after removing them.

Description
After a zig-zag eastern front for a few years, I've got railroads going everywhere to nowhere. I can't find anyway to remove them.

Right-clicking on railroads will lower their level and if you right click on a level 1 railroad, it shows up in the construction queue saying "Building a level 0 railroad". This does nothing though and the railroad stays.

Steps to Reproduce
Right click a level 1 railroad, see that the construction queue says "Building a level 0 railroad", see that upon construction completing, the railroad still remains.

As far as I can tell there is no way to remove railroads once they are in place.

I believe it is intentional because otherwise people would remove all their railroads when they are about to lose a war just to hamper the enemy advance.

But that said I as a perfectionist I can feel your pain with some of the zig-zag routes in place. Kinda makes me want to remove some routes and optimize them, but sadly there is no way to do it.

i'd say removing railway is more realistic because it helped with defense , honestly railways at level 1 can be easily fixed in days if not weeks , not to mention scorch earth only damage them , i was hoping it would also destroy infrastructure and factories, the point of having scorch earth is to slow down enemies advance and damaging them barely even do anything as in late game , people overcome these problems really fast

He doesn't means to delete a pre-existing railways, just to delete a railway in construction. When you build a railway and decide to remove the construction (it doesn't start to build), the construction say: building 0 railway instead of remove it. It's like you build a civilian factory and decide to stop the construction, the construction disappear. Not the case for the railway.
