Description
When a naval commanders maneuvering skill is 3, it shows a +75.0% positioning bonus, while I suspect it should give +7.5%. I didn't test if this applies in actual combat. This happens at least with USA & Japan.
Steps to Reproduce
Start a new -36 game as US or Japan. Go look for a new commander to any naval force, check candidates which have maneuvering skill 3 (its the one with the rudder symbol)
