Yes-- I am the dev of the unreleased mod Ride for Ruin where I discovered this issue

Description
<skill name>_skill_level checks & variables always evaluate to 0 despite being included in the in-game documentation.

Steps to Reproduce
Use attack_skill_level as either a trigger or a variable in script; it will evaluate to 0. I have included screenshots of the phenomenon in-game, my full error log (which includes nothing relevant), and the script document creating these decisions (the relevant triggers are at lines 298 and 322).
