When I play as Poland there is no looming peasant strike which prevents me from going down the communist branch of the focus tree.

Yes, dlc is activated

I tried myself, but wasn't able to reproduce it on my end. I would recommend to provide a save from right after game start.

I found the issue, didn't scroll down enough to see the Poland content pack in Steam DLC menu selector.
