Description
There is no front line on the spanish mainland. Iberian Peninsula belongs to Spain. Nationalist Spain owns Islas Baleares, Spanish Africa, Rio de Oro, Sidi Ifni, Equatorial Guinea and Islas Canarias.
Civil War Day 1 and only 3 Divisions for Nationalist Spain. Spain has 84 Divisions.

Steps to Reproduce
Has not been able to reproduce it. Played as Germany (current focus on Revive the Kaiserreich) and Spain was set on Carlism vie the game rules.

This happens if the war fires before nationalist spain can secure the northern regions and if they cannot get full coverage in any mainland region.

Any number of issues can cause this, but none of them through normal gameplay. Instances that can cause it:

- Starting the civil war by using the focus.autocomplete console command and going down the Republican branch until it starts.
- Using the console to fire the event that starts the civil war before the earliest date it should be possible to start (July 1936).
- Turning off the AI in the console after making Spain take the A Great Spain focus.
- Having a player take the A Great Spain focus and then go AFK until the SCW starts, in a multiplayer game.

In all regular gameplay this situation is impossible to achieve, and so I will not be fixing this as it is not a bug.
