Nearly limitless development of Iron ressource at Kursk and Belgograd - WAD? [v.1.11.10.29f3] & [09ac]

Description
Iron ressource can be developed regularaly developed 5 times at Belgograd and Kursk at ressource extraction tech 2.
It can however be repeated five times on each further extraction tech (so ressource can developed 20 times).

Example Screeshots. Can be selected for a fith time and last 150 days. When new extraction resarch is researched; it will start at 30 days again and is possible to select 4 more times.
More than 300 Steel in one province with still possible to select development options.

Unsure if this is working as inteded or not.

Used minor graphical mods. Did not change checksum. Could also be observed in Multiplayer without mods.

Feel free to close the report if already known or unhelpfull/not an error

Steps to Reproduce
Decisions can be taken at every game (Went political center path). Observed multiple times in Single and Multiplayergames

This is completely intentional programming. Yes, it is a lot, but is not exactly limitless.

The Netherlands decisions to develop oil in its colonies is however technically limitless.

Alright thank you. I mainly compared this to similar situations like in the USA or Japan, where you can also develop resources multiple times. There it is possible to do it on some locations up to five times and these options stay on one technology level.
In the soviet case it seemed quite excessive (for a regular resource prospecting decision) to do it for every technology level up to five times - so up to 20 times. So therefore I was and am still a little bit unsure about this.

For the Netherlands it is an special case, where it is bound to an Focuspoint desicion (which like you said can repeat infinte time)
