Description
You can see on the screenshot that there is a mistake with the USA name (here in french 'Etats-Unis'). It's incoherent to renaming USA > USA.

Steps to Reproduce
Into the text of the USA decision : making Porto Rico a state.

It's because game change cosmetic_tag to add 1 more star on flag, but doing it also display tooltip even when name is the same and only flag is changed.
