Description
After the Civil war and selecting the Kaiserreich, it is no longer possible to assign new traits to Generals Manstein, Rommel and Guderian - it looks as if there is not enough Command power (despite me having 110 Command Power)
(Not sure if this happens after the Civil war before selecting the Kaiserreich)
Oddly enough, it is possible to assign a new trait to General Student.
Steps to Reproduce
Load the attached save file and try to assign a new trait to Generals Manstein, Guderian or Rommel.
