Description
I can confirm that non-aligned countries can still become anarchist on release.

I quickly started the game and made a screenshot for Napoleonic France which released the anarchist Hannover.

The bug is still in the game

Steps to Reproduce
-> start as France
-> annex Germany
-> go through the focus tree quickly and take "disunite Germany" focus
-> at least one country in Germany will probably become anarchist
