Soviets Honor the Pact does not give Germany core on Gdnyia or Memel

Description
When soviets honor Molotov-Ribbentrop and give territory to Germany, Germany does not get a core on Gdynia despite getting a core on Danzig and other states. If Memel is owned by soviets and transferred to Germany, Germany does not get a core on Memel either.

Steps to Reproduce
Sign Molotov-Ribbentrop pact, annex poland and lithuania as soviets.
