Description
I am trying to build a mod but lately, since maybe December, I have been unable to load my mod file to customize it in real time. Mods as a whole are working. In fact, my deployed version of my mod in the Workshop is working just fine. My problem is solely when trying to load my local mod. It even shows on the Mod list as if nothing is wrong, but once I load the game it only shows the vanilla state of the game.

Steps to Reproduce
I uninstalled and reinstalled the game, reinstalled mods, and backed up my mod files and recreated my old mod; however, none of these solutions has solved the issue. Made sure I was in " -debug " mode before launching.

Launcher limitation. You can't have more than one mod with the same name, so the local one gets ignored if the steam one is present. Solution: unsub the steam one when you're developing, or change the name of the local mod while working on it and change it back when you're about to upload
