"Max planning" debuff from my spy network to enemy seems to no work [1.9.0] & [ab9e]

Description
Although the network is active and shows up to "-100% max planning", enemy soldiers still can accumulate planning bonus to the same max values and have no debuffs on the battle screen.

Steps to Reproduce
Build a network, start war/battle, check the enemy planning bonus and battle characteristics bonus from this planning bonus on the battle screen.

Did you realize you have to be in combat in a state/province where the Intel Network is active? You can't have your network in Rome, and expect to get bonuses in Libya, or have your network in London, and have the bonuses in Egypt.

I can anecdotically confirm that the Germans sitting on a well-established (and country-wide, I had 3 agents working on the various fronts) 100% network still got a +45% planning bonus on some of their divisions' attack values.

I'm not certain whether they would regularly have more than that, and the reduction from the spies was already applied, or whether the reduction didn't have any effect at all.

I observed an attack on a network I had (it wasn't 100%, but around 50%), and in the tool tip, I didn't seem to get any planning speed bonus. For the max planning of the enemy, their planning bonus was around 24%, but I didn't tag over to see their tooltip.

HOWEVER, how does is it even supposed to work for the planning bonus on offense. You can't have a network on occupied territory, only enemy territory. And you can't plan when you are attacking enemy territory which has the modifier. The only offensive modifier that would seem to make sense is the amphibious modifier when invading a province/state with a network. I'll soon be able to try that, but this offensive planning speed bonus for network strength seems like a mechanic that would simply never apply.
