Description
Was playing a Communist China game where I quickly annexed Shanxi and China. When Japan took Marco Polo, I refused, but Japan didn't get a wargoal against me.

Note Marco Polo can bypass if Hebei, Beijing, and Shandong (614, 608, and 597) are not controlled by PRC, CHI, or SHX, but if they're controlled by PRC, with CHI and SHX not existing, there's no wargoal.

Steps to Reproduce
1. Play PRC on Historical Focuses
2. Annex SHX by first justifying a "reclaim core state" wargoal
3. Annex CHI through power struggle
4. Do both of these before Japan takes Marco Polo Bridge Incident.
5. Refuse to give up territory in response to aforementioned focus.
6. Japan gets no wargoal on PRC or any existing nation.

Hi,
2.5 years later this issue still exists, now playing in version 1.12.7.8fc with checksum b738.
The Japanese focus "JAP_intervene_in_china" can trigger the event for CHI, PRC and SHX, but "china.1" only creates wargoals on CHI and SHX without checking who owns the states in question.
I've added a savegame where the event has already fired, you just need to click on "We have reached the breaking point!" to reproduce the bug.
