When playing as Manchuhuo under the Obedience focus tree there is a focus called "Invite Japanese Investors" that states Effect: Available as Political Advisor: Songgotu Zhanshan, which grants (Captain of industry, etc...

But no such advisor exists. not just unavailable but doesn't exist. From the start of the game there is no political advisor in the Machu list with that name

There is another captain of industry, Fu Tiemei in the list but he is available from the start of 1936 without issue or restraint. The 1939 start date has this focus already completed but there is no change. Songgotu Zhanshan does not exist.
