The russians have a national focus to get bonus research for battleships and cruisers, upon getting the focus it does not apple the research bonus.

Steps to Reproduce
Start a game, get the focus, observe no bonus to research time.

There are stil some naval tech focus that haven't been corrected. I'd encourage you to crosscheck all of them.
For example, Japan's Bypass the Philippines isn't correct in 1.6.1
