Playing as Qing China.

At war with both Japan and the United Chinese Front, finished focus "Offer Vassalization", prompted "Sheng Shicai (and others) Accepts", but the indicated warlord bodies are still independent and still belongs to the United Chinese Front.

Steps to Reproduce
1. Proceed down Assertiveness tree as usual
2. Accept Japan's call to war
3. Launch Civil War
4. Use focus "Offer Vassalization"
