Hmm, I am unable to reproduce the issue from the save as it is not in a civil war. And during the civil war I can use Raise the Silver legion, which was what you refereed to I think?

Right, same happended before, unable to raise the silver legion, but after restarting the game, it worked.

Do you use mods or have used mods in the past?

Could you save a game when the issue occurs and send it please?
