Description
When buildings get damaged by strat bombing or (in the case of infrastructure) collateral damage from land combat, the damage gets reduced by their current effective level divided by the max_level, squared. (CBuilding::CalcScaledDamage)
For example if there's just one MIC in a state it will take only 0.25% [(1/20)²] of the damage that 20 MIC would take. It also makes it virtually impossible to destroy a level 1 port on an island, because it only takes 1% of the nominal damage.
Steps to Reproduce
- strat bomb Malta
- observe the rate of damage
- increase all buildings on Malta to the maximum
- observe the rate of damage
