Hey guys! I am trying to make a mod that essentially allows you to lend lease whether you are at peace or war because I've found that the fact you can only lend lease during war is extremely frustrating. So I want to change that but I have no idea where to start for this. I can't find anything in the game files to mod for lend lease. If anyone knows anything please say so.
