Description
Whn progressing down the political tree, with the intent to oust Mussolini, once Mussolini is deposed, he will still get 100% balance of power if you win WW2 in that time, as the Grand Council of Fascism.

If you THEN oust him in favor of the king, using the focus Monarchia D'Italia, the King now start with 100% balance of power.

as a result, it is impossible to ever get the Pope

Steps to Reproduce
play game, go down focus tree up to and including Depose Mussolini, then win WW2. then pick Monarchia d'Italia

Same happened to me.
In my case the Great Council of Fascism was the leader and after winning the war Mussolini came back with 100% support.
