Description
The only mod I had enabled was Coloured Buttons.
If you manage to make Japan take their surrender decision before capitulating other Chinas, they will stay at war with them, which makes Claiming the Mandate of Heaven almost impossible, as DOWing them again doesn't make them surrender after taking all land they control in China.
Steps to Reproduce
Play as Manchukuo, go Assertiveness path, after Japan DOW Chinas do Independence War, then make Japan surrender with their decision before capitulating rest of Chinas. Japan will stay at war with them and will participate in Peace Conference.
