Description
Was playing as Japan in 1939 on Historical mode. I scrolled over to the Balkans in October 1940 and it was really messed up looking. Romania controlled half of the Balkans and no one had attacked Greece.

So I started looking at the countries to see what was going on. I already reported a bug with Romania. This is a report for Italy.

Italy is supposed to take "ITA_slovenia_dalmatia_claims #September 30 1937" according to their AI strategy plan in the game files. However, when I looked at their Focus Tree it seems that they took "Befriend Yugoslavia" instead.

They are supposed to take "ITA_extra_tech_slot #April 30 1938" in April 1938. However, they were actually researching it right now in October 1940.

Special Forces and Capital Ships were supposed to be researched in July and September 1938 but they weren't yet.

Italian Highways and Carrier Effort and Romania Friend were supposed to be taken.

I was wondering why no one attacked Greece and it's because Italy never took the "ITA_greece_war_goal #August 30 1940" that they were supposed to.

It seems like the 1939 bookmark is poorly supported in general. It's just a total mess.

interesting. Not sure what focuses italy took but in my recent MP historical AI Italy and AI Greece were actually allied in the axis. No clue how they came to be but my friend and I were very confused.

It's pretty well known that only the first bookmark is supported in all Paradox games. Eu4 is probably the most legendary in how utterly broken everything is besides the first start date.
Fortunately they seem to go with only 1 bookmark in the more recent games such as Imperator Rome.
