Italian East African Puppets do not have correct leaders

Description
The leaders that can be made governor in Ethiopia by Italy do not get added to the correct nation. they are added as fascist leaders to Ethiopia, not their respective tags. this results in the puppet states of Italy having generic leaders since they were never added to the country.


also, the leader "Hailu Tekle Haymanot" does not have the Scavenger trait as a general, despite having an equipment capture modifier boost as country leader. he needs the trait for the boost to function properly.

Steps to Reproduce
play italy,
kill eithopia,
do the focus "toppe amarhan rulers"
select "make x governor of the region" whenever you get an event on the fate of former Ethiopian leaders.
observe the countries have generic leaders
