Description
While playing as the Soviet Union, I went to war against the Czech Entente, including Poland, Switzerland, and the USA. Romania was also part of the Czech Entente, but was still at peace with me. However, enemy units were able to cross the border between Romania and the USSR, and any area they entered immediately became owned by Romania. Since I was not at war with Romania, I had no way to retake the land after the troops had passed, allowing a single unit to freely capture quite a bit of land.
My expectation is that enemy troops shouldn't be able to enter my territory from a neutral country, and that land captured from me should remain in an enemy's hands until it is recaptured or formally handed over in a peace settlement.
Steps to Reproduce
-Play as USSR. (It may be an issue with everyone, but I've only seen the conditions during USSR playthroughs).
-Have two adjacent neighbors in the same faction.
-Go to war with one neighbor without the other one joining in.
-Watch the enemy steal your land without having to worry about fighting.
