Infrastructure collateral damage scales with the square of soft attack

Description
A division with two times as much soft attack does roughly four times as much collateral damage to infrastructure. The relation should (at most) be linear.

Steps to Reproduce
Look at CLandCombatant::FireAt(), especially how the vAmount parameter for CLandCombatant::ApplyCollateral is calculated.
