Improving opinion have no effect on US accepting the Chester concession

Description
According to the tooltip of the focus "the Chester Concession", the higher opinion US has of Turkey, the more likely they will grant such a concession. However, opinion has no effect on which option the US picks when receiving the event. I also check the game code and found that the chance of AI choosing either option is 50/50
Steps to Reproduce
1. Play as Turkey
2. Switch tag to USA before Turkey completes the national focus "the Chester concession"
3. Check the chance of AI picking either option in the event
4. Improve opinion with US and Turkey and check again
5. See error (the chance US AI picking either option is unaffected by opinion)
