I`m no longer getting notification to spend my Political Power on decisions.

Description
Since BBA I`m not getting the "avaliable decisions" notification. The one you get when you have enough PP to make a decision.

Steps to Reproduce
1. Open game.
2. Select Japan, Historical, no Iron Man.
3. get more than 30 pp.
4. No alert.
