In combat, the mouseover tooltip on the terrain icon shows terrain penalties applied to BOTH attack and defense. However, the ingame descriptions of the terrain, the division descriptions, as well as the content of the file terrain\00_terrain_txt, clearly indicate penalties only on attack.
You can clearly see the effect on the screenshots below. My armored division, normally suffers a -32% attack penalty when attacking in a jungle terrain. The terrain itself states "Attack: 70%" on the tooltip, and "attack: -0.3" in 00_terrain.txt, so another -30% attack penalty for all. so -62% in total, and the combat tooltip says -61.70%, which is pretty consistent. I don't know why there is a 0.3% discrepancy.
Now according to the tooltips, and the displayed numbers, my division suffers the same penalty to its breakthrough (defense score). Conversely, the defending divisions gain a +25% bonus to both attack and defense. I tagged as Peru to view their general and template, see the last screenshots. The division template correctly gives it a +25% defense bonus in jungles, but a -5.5% attack penalty. So, coupled with the terrain's universal -30% attack, the defending division should have terrain modifiers of -35.5% to attack, and +25% to defense, which it clearly does not.
The last screenshot shows that the area I'm attacking into (as Brazil) has no forts or whatever, and only rain, which according to its tooltip does not seem to affect ground operations.
This I consider a bug, because it stacks the game terribly in favor of defending units. Defense modifiers should apply to Defense/Breakthrough, and attack modifiers to Soft/Hard attack. No?

Basically, with the width mechanic (that prevents extensively overwhelming concentration of force to work), it is virtually impossible to win an attack. I have tried combinations of 18 infantry (7/2, yes, I know..., but with full signals support company) vs 2-3 enemy infantry divisions of the same 7/2 setup. My 18 attacking divs managed to successfully reinforce the battle line every time one of them run out of organization, so the battle dragged on and ended with 18 of my divs org-dead, and his 3 divisions at less than 50% organization overall.

Steps to Reproduce
Train divisions, go attack, notice combat tooltips, notice inconsistency with all other unit info tooltips.
