Description
Even though I search for the focus named "foreign brigades for the revolution", %10 non-core manpower is not added to manpower pool. You can only see it as a national spirit. I have conquered multiple countries and still can't get any manpower. I played multiple games with turkey and all are the same result, no man power added.

Steps to Reproduce
select turkey go to communist path.
finish "foreign brigades for the revolution" focus
-no effect-

This is not how Non-core manpower is calculated.

You can see it in details by hovering over the manpower of a non-core state.

Non-core manpower start at 2%
+ Up to 18% depending on the compliance
+ Other factor like your national spirit

All of this multiplied by your recruitable population (11% in your case).

For example, if you own a state with 0% compliance, you would have:

Without your national spirit:
2% * 11% = 0.22%

With national spirit:
30% 12% * 11% = 1.32%


This checks out with what the tooltip is displaying. Your number is a little above 1.32% as your compliance is not 0%

You also need to know that manpower already used/killed cannot be used again. So if the previous owner already lost or used manpower, you will not be able to revive them and use them yourself :)

Please note that modifier from compliance at 25% and 60% will make the math more complicated.

With national spirit:
30% * 11% = 1.32%
Why do you say it's 30%? It's 12% actually. 2% from base and 10% from the spirit. That would result in the 1.32% recruitable pop. 30% is what you would reach at full compliance. Then it's 2% base + 18% from 100% compliance + 10% from spirit.

Also, the 18% scales linearly with compliance, so at 25% compliance it's +4.5% recruitable non-core pop. At 60% compliance it's 10.8% recruitable non-core pop.

Indeed.

I had written a comparion of how much % non-core you would have at 0% compliance and 100% with and without the modifier.
Realized it was stupid and removed the 100% compliance, but didn't put the correct value.

It is correct that it is 2+10 at 0% compliance.
But the 1.32% is correctly 12%*11%.

I have edited my post to make it clearer.

Also, the number displayed in the screenshot it lower than 1.32%. This is because some of the non-core state have another negative modifier (probably the Kurdes states)
