Hoi4 Switzerland can't recall Citizen Militias after "Switzerland on the offense" focus [v1.12.1.a74e][45c2] [Linux]

Whilst having multiple Citizen Militias deployed and having 5 stacks of the negative National Spirit "Citizen Militias Deployed" I completed the national focus "Switzerland on the offense". After completing this focus all my units were converted to normal Infantry units. However there is no way for me to recall the Citizen Militias in the decisions tab. That means I am stuck with the negative modifier which does not remove itself. I've played for a year after that and the modifier did not remove itself.
I've attached the savefile which is from the next month after the bug happend since it was ironman.
Steps to Reproduce
1. Have deployed citizen militas
2. Have "Citizen Militias Deployed" National Spirit
3. Complete "Switzerland on the offense"
I have not tried recreating it again. I'll try to do it again tomorrow and post my findings.
