Hoi4 - Race for Germany achievement - oversight regarding German cores on Luxembourg

Description
The achievement requires you to capitulate Germany before the allies control a single German core. The issue with this is that Germany gets a core on Luxembourg through its focus tree, and when Germany capitulates, Luxembourg automatically gets returned to its land. This registers the achievement as lost even if you've done everything correctly. This is particularly bad if you've done collaboration governments, as if Germany capitulates too quickly then you don't even get the chance to occupy Luxembourg, which is the only thing that'd save getting the achievement. This can probably be fixed by either removing the German core on Luxembourg, making it so the focus transfers the state of Luxembourg to Germany, or by outright changing the achievement conditions to only concern Germany's starting states. I've attached my save file, but it is from after the peace conference so I can't really show the issue with it. This achievement in general seems to have a lot of issues, with the description being unclear in particular. I just did another playthrough and again missed the achievement, presumably because Britain invaded and captured Konigsburg for 5 seconds. It feels incredibly luck based as to how the german AI performs.
Steps to Reproduce
- Have Germany beat France and the low countries
- Have Germany do its focus "Reintegrate Luxemburg and Alsace-Lorraine"
- Capitulate Germany as the soviets without occupying Luxembourg (occurs more easily if you've done collaboration govt missions)
- Upon capitulation, all of Germany's occupied territory that was connected to their mainland gets restored to the allies if you don't occupy it.
