Description
Task forces and reinforcements do not respect blocked naval access.
Steps to Reproduce
1) Dock subs in harbour in Weser-Ems.
2) Set naval access level to blocked for English Channel, North Sea, and Western Approaches.
3) Assign regions to subs: Bay of Biscay, North Atlantic Ridge, Iberian Coast, Norwegian Sea, and Norwegian Coast.
Subs will move through English Channel to access Atlantic regions (and will get naval bombed).
