Description
Certain Soviet industrial foci give you factories without giving you any building slots. The foci I found to have the issue are 'Paced Industrialization', 'Strengthen the Heavy Industry', and 'Builder of the Red Army', however it may be present in other foci too.

An identical issue exists in the French focus tree, so it could also exist in others.
