This bug still exists in v1.11.12.

How to reproduce:
1. AI should choose nationalists.
2. Republicans with the D01 tag should perform the "Communists in the Government" focus.
3. A generated communist leader appears without a portrait instead of José Díaz.

There is a lot problems with characters since No Step Back in non-original Spain.
For example:
-When player/AI is going nationalist Spain (original), so unoriginal Spain (republican) can't do "Enlist the Carabineros" focus because it required to have "Juan Negrín" advisor. BUT this advisor is (id) locked for original Spain. This Spain still can select him (advisor) but won't be able to do focus, locking them from big chunk of tree.
-Same setup, "New Leadership" focus tooltip is saying that we will unlock advisor but do not tell who exactly.
-Opposite setup, when original Spain is going republican, so unoriginal (nacionalist(falangist)) have focus "Primo De Rivera Prisoner Exchange" tooltip is saying that we will unlock advisor but do not tell who exactly.
There is for sure more.

About "José Díaz" we can set his nationality to SPD in cw event forcing him to be communist leader in republican Spain.
Currently he is leader in communist party in nationalist Spain.
