Description
I played Mexico and did Operation Just Cause. Since I knew that I couldn't do "Rescind the Mexican Cession" with the US as my puppet, I did it in while at war.

In the peace conference I took the relevant states I would get claims on with ""Rescind the Mexican Cession"" and puppeted the rest. The Phillipines I left alone.

After the war I then did "Redeem Aztlan" with the US as my puppet. On completion instead of getting the cores, my puppet was annexed. I didn't get their fleet or anything though, just the states and no cores.

Steps to Reproduce
- Play as Mexico
- Do your Focus Tree until Seize the Panama Canal
- Do "Rescind the Mexican Cession" while at war with the USA
- Win the war, take Texas, New Mexico, Arizona, California, Nevada, Utah, Colorado and puppet the rest
- Do "Redeem Aztlan"
