There is no indication that Siam is my ally in spite of that National Focus is completet.

Steps to Reproduce
Replayed Japan and the same happens every time.

Well AI can reject invitation to faction.
And I didn't found anything that would suggest bug. In my opinion AI just each time reject invitation. But it's just my opinion.

Hi there! Playing Japan once more Siam rejected Alliance with me in a pop-up message. In my previous campaigns I never got a reply, and got a "yes" respectively. So this seems to work fine. Maybe I missed out a reply the first time.
