Steps to Reproduce
I was playing as Germany, Non Ironman, Non Historical focus, I sent volunteers to Italy to fight in Ethiopia, Italy annexed Ethiopia, however I couldnt return my two infantry divisions and they ended up staying there couldnt even return to a German dock

I'm having the same issue on 1.12.2.0ebb with Historical focus on and no mods. Everything else the same as OP.
